The Governor's Office of Human Resources was established by Gov. Michael Dukakis in 1983 to act as a liaison between the governor and human service agencies in Massachusetts in the public and private sectors. Series was created to advise the governor on human services issues and policy and to communicate the governor's point of view on issues and policy to state executive offices and other agencies, gubernatorial commissions, federal agencies, advocacy groups, and private organizations.
